Administration at the district level

 

            Collector is the head of the district administration, the representative of Government in the district, the guardian of law and order, friend, philosopher and guide of the Panchayati Raj institutions, and the captain of the team of   the district level officers. He, being the coordinating and guiding functionary at the district level, coordinates and guides the activities of different departments in the district. The main business of coordination is to reduce tension and frictions in the day-to-day work and achieve healthy adjustments or workable compromises between conflicting points of view, interests and demands. As an agent of the Government, he is kept in full picture of all government activities in the district, is associated in drawing up the projects, and sees to its overall implementation and for this purpose, inspects the scheme as necessary with a view to speeding up the effective execution of such projects.

 

          His primary function, as the name Collector implies, is to collect land revenue and other dues of Government. He remains responsible for maintenance of law and order. Besides a lot of other miscellaneous business relating to almost   every sphere of administration keeps him constantly occupied. He has to coordinate and supervise all development and welfare works in the district.

 

          The Collector in revenue matter is under the control of Revenue Divisional Commissioner, who has powers to revise some of his orders, to supervise his work and to give him general directions The Member, Board of Revenue is above the Revenue Divisional Commissioner and responsible for efficient running of revenue administration throughout the state.

 

          The Collector is assisted by number of officers at the headquarters and outlying areas. Immediately under him is the Additional District Magistrate.  The Collector is consulted and his orders are taken on all important matters relating to every sphere of administration. Administration at Sub-Division Level

 

          The District of  Angul was formed on 1.4.1993 after bifurcation from the erstwhile Dhenkanal District. There are 4 sub divisions in the district namely, Angul,  Talcher, Athamallik and Pallahara. Each sub division is in-charge of a Sub-Collector. He is mainly responsible for general, revenue administration and law and order in his area. Some Executive Magistrates known as Revenue Officer and Nizarat Officer have been posted to   the sub-divisions. These executive magistrates administer only the preventive sections of Code of Criminal Procedure and are under the control of the Sub-Collector and Sub-Divisional  Magistrate. The district is divided into 5 Tehsils. Each Tehsil is in charge of a Tehsildar. Each Tehsil is further divided into Revenue Inspector circles, which is the lowest land revenue unit for collection of land revenue.

 

Staffing pattern of the subdivisions

 

          Each sub divisional office consists of branches like (1) General and Miscellaneous (2) Development (3) Revenue (4) Establishment (5) Nizarat (6) Record Room (7) Election (8) Judicial (9) Welfare (10) Grama Panchayat (11) Civil Supplies (12) Public Relations. Besides the Sub-Collector, there are other officers like Asst. District Welfare Officer, Sub-Divisional Panchayat Officer, Asst.Civil Supplies Officer, Sub-Divisional Information & Public Relation Officer to man these branches  of the sub divisional office. In subdivisions like Angul and Talcher the Sub-Collector is assisted by Revenue Officer and Nizarat Officer in matters of general administration and for the purpose of revenue administration, they are assisted by Tehsildars and Addl.Tehsildars. In Athamallik and Pallahara subdivisions, the Sub-Collector is assisted by the Revenue Officer in the matters of general administration and for the purpose of revenue administration they are assisted by Terhsildars.

 

          There are Sub-Treasuries at Talcher, Pallahara, Athamallik, Chhendipada and one Special Treasury is functioning at Samal of Talcher sub-division. The District Treasury is located at Angul.

 

Historical background

 

          Historical evolution of each sub division is given below;

 

Athamallik

 

          Previously the state was administered in accordance with the provisions of the Sanad, which was granted by the British Government, to the Ruling Chief in 1894 and revised in 1908. The Sanad also defined the status, position and power of the Ruling Chief. A Dewan was assisting the Chief in the matter of General Administration. But when this Princely State merged with the State of Orissa with effect from 1st January,1948, the powers of the Ruling Chief terminated and Athamallik became a subdivision of Dhenkanal district.

 

Talcher

 

          Talcher was under the administration of a Ruling Chief prior to merger. The Sanad of 1894, which was revised in 1908, was then determining  the relation between the State and the British Government. But with the merger of Princely state on 1st January,1948, Talcher became a subdivision of Dhenkanal district and remained under the administration of a Sub-Divisional Officer.

 

Pallahara

 

          The Sanad of 1908 was regulating the relationship between the State and the British Government. The Chief of the State was conducting the administration with the assistance of a Dewan. But when the former State of Pallahara  merged with the State of Orissa with effect from 1st January,1948, the Darbar Administration came to an end. As a result of merger, the ex-Pallahara  state has assumed  the status of a subdivision and is incharge of a Sub-Divisional Officer for its administration.

 

A n g u l

 

          Angul was one of the feudatory states of Orissa upto the year 1847 when  it was confiscated on account of the rebellion  of the then Ruling Chief Somanath Singh. It was treated as a government estate (Khasmahal) since then and was administered by the  Superintendent of the tributary Mahals. In 1891, Angul was constituted as a separate district. In 1936 with the creation of a separate province of Orissa, Angul continued as  a district. Consequent upon  the introduction of Angul Laws & Regulation( Repeal) Act,1967 its status was changed to that of a subdivision. (the detail history has been narrated in chapter entitled ‘Revenue Administration’ )

 

Panchayat Samities and Other Offices

 

          To implement the development programmes and poverty alleviation programmes the district  has been divided into  8 Panchayat Samities each under the charge of a Block Development Officer. They are Angul, Banarpal, Chhendipada,Athamallik,Kishorenagar, Pallahara,Talcher,Kaniha.

 

          There are also three Urban Local Bodies namely Talcher Municipality, Angul Notified Area Council and Athamallik Notified Area Council.

 

          List of various sections in the district office is shown in appendix-II. The Collector is assisted by a number of Officers-in-Charge in managing matters relating to these sections.
