DISTRICT RURAL DEVELOPMENT AGENCY: ANGUL

 

01.          PREAMBLE

 

          The India lives in its villages . Govt.  therefore accords high priority for Rural development . DRDA is the bed rock for implementation and supervision of anti-poverty, wage employment , rural housing programmes etc. of Ministry of Rural development , Govt. of India. DRDA,Angul started functioning w.e. from 02.07.1993 as a society registered under the Provisions of SRA ( Soceities Registration Act,1860). Both district level officials and public representative like M.P. , MLA ,Panchayat Samiti Chairpersons etc are the member of the Society. President, Zilla Parisad is the Ex-Officio Chairman of DRDA. All administrative and financial power are vested on Collector. The Project Director of the Agency looks after day to day administrartion. DRDA releases funds under various anti poverty programmes under Ministry of Rural Development,govt. of India and State Govt.   to various banks / executing agencies. It monitors the implementation of schemes, utilization of fund very closely. Following important schemes are implementated through DRDA.

 

a.          SGSY 

 

Poverty is an obstruction to a dignified life.  A life of dignity is the right of every citizen. Self-employment is a significant step to have sustained incomes and remove the shackles of poverty. Earlier programme like IRDP was not adequate to meet  all the requirements. Government have introduced a Self-Employment Programme- Swarnajayanti Gram Swarojagar Yojana or SGSY with effect from 1.4.1999.Under SGSY assistance is given to the poor families living below the  poverty line in rural areas for taking up self-employment. The persons taking up self employment  are called “Swarojagaries”. The may take up activities either individually or group, called Self-Help groups.

  

b.          RURAL HOUSING SCHEME         

 

          Every one would like to have a roof  that they  can call  their own . Government   has recognized shelter as a basic human requirement,  To fulfil this objective under Rural Housing Schemes IAY , PMGY(GA) are being implementated through DRDA. 10310 houses under IAY sanctioned by Gvt. Of India are being implemented in Blocks affected by flood/ heavy rain 2001.

  

c.          SGRY

 

          The objectives of the SGRY are to provide additional wage employment in all rural areas and thereby provide food security and improve nutritional levels.   The second objective is for creation of durable  community and social economic assets and infrastructural development in rural  areas.

 

          This scheme is opened to all rural poor who are in need of wage employment in and around their village/ habitation. This scheme is being implemented under two streams i.e. Stream-I and Stream-II . Stream I is being implemented at the  district  and Panchayat Samity  level.  Funds and food grains   available under the first  stream are distributed between the Panchayat Samitties and Zilla Parishad . The second stream is being implemented at the village Panchayat level and the funds and food grains are earmarked for the Panchayats .

 

d.          WATERSHED

         

          Agriculture is the main stay of Indian economy. Land and water therefore, are of  critical importance. Vas   tracks of the land are    degraded but can be brought under plough with some efforts. Such lands are known as wastelands. Productivity of  this land  is very low and people owning  these lands are poor and  their source of  living  is wage employment. Redressing of these lands is regarded as powerful tool of taking the issue of poverty and backwardness. Government of India have therefore launched Integrated Water Shed Development programme. In our district 2 Watershed projects under IWDP  i.e. Angul-I and Angul-II are under progress.   

 

These schemes are mainly  meant of poor people , living below poverty line . The poor people are identified through a survey known as BPL survey, at the begning of each five year plan. The last survey was conducted in the year 1997 and 120608 nos of people were identified to be living below the poverty line (BPL) in rural areas. It constitutes 59 % of the rural population.

 

     Presently a survey is underway to identify people living below the poverty line (PL). This survey utilizes 13 parameters such access to drinking water, land holding, education status of the household etc.

 

TALCHER ANGUL DEVELOPMENT AUTHORITY (TADA)

 

             With establishment of industries like FCI, NALCO & TTPS and expansion of local mining activities , Govt. of Orissa fell the need for development of Talcher – Angul area in a planned manner. Hence the provision of the Orissa Town Planning & Improved Trust Act,1956 were enforced over 231 revenue villages of Angul , Talcher and Motonga Police stationin Nov’1982. Talcher Angul Meramandali Regional Improvement Trust ( TAMRIT) was constituted having the jurisdiction over the area w.e. from 1st July’1983. The area of operation is spred over 451 sq km. Initially the headquater of the Trust was located at Dhenkanal. Subsequently the office was shifted to Angul on 01.01.1986.

 

          The responsibility of the Trust was to prepare a comprehensive Master Plan of the area , prevent unauthorized constructions and take up various developmental activities such as housing scheme TAMRIT developed a housing colony with 238 houses at Angul in the year 1993. TAMRIT was renamed as Talcher Angul Development Authority ( TADA) w.e.from 1.9.1995. TADA has plans to develop two sites and services schemes and a new bus stand at Angul. 

           

 

DISTRICT URBAN DEVELOPMENT AGENCY (D.U.D.A.)

         

          District Urban Development Agency ,Angul has been registered vide Registration No. ANL-190/39 of 95-95 dt.12.5.94. It is the coordinating agency at district level for formulating different developmental schemes in urban areas. The following schemes/programmes are being implemented under the supervision of DUDA.

 

          Swarna Jayanti Sahari Rojgar Yojana, which is currently in operation with effect from 1.12.97 is an substitution of the earlier programmes like Urban Basic Services for the Poor (UBSP), Prime Minister Integrated Urban Poverty Eradication Yojana(NRY), Environmental Improvement of Urban Slums(EIUs). Under the scheme SJSRY, the following programmes are being implemented in all the ULBs of this district.

 

-                     Community structure (Information Education and Communication (IEC) Component.

-                     Urban Self Employment Programme (USEP)(subsidy)

-                     Development of Women and Children in Urban Areas (DWCUA)

-                     Thrift and Credit Society

-                     Urban Wage Employment Programme(UWEP)

-                     U.S.E.P (Skill upgradation Training)

-                     Administration and Office expenses ( A & O.E.)

 

 

POUDI BHUYAN DEVELOPMENT AGENCY ( P.B.D.A),PALLAHARA

 

         The micro project named Paudi Bhuyan Development Agency was constituted by State Government vide Notification No.7176/HTW dated 16.03.1978 it has been registered under Society Registration Act 1860 bearing registration No. 13329 of 1978-79. The project area comprises 5 G.Ps ( Nagira, Bandhabhuin, Saida, Seegarh & Pechamundi) covering 27 villages. The project is spread over 188 sq.Kms. The responsibility of this Agency is to take up projects for the socio economic development of Paudi Bhuyan Primitive Tribes, so that they will cross the poverty line
